Dear Neighbor,
My family and I have been residents of the Rincon Water District for the past 38 years. As a member of our community, I strongly believe that water is our most critical public resource and I’m committed to protecting it for future generations. I will work tirelessly to improve effective and efficient water distribution operations for the lowest prices possible.
My pledge to you includes:
- Affordable, safe, efficient and reliable water delivery.
- I will be an advocate for you, the rate payer.
- System maintenance: thoughtful planning for future generations.
- Transparency: it’s paramount that Rincon Water is accountable to you.
- I support complete transparency and honest communication.
Since the ratepayers voted me into the office 4 years ago, I have kept my campaign promises: maintaining affordability by keeping rate increases to 4%, making Rincon the only water agency in the County to refund the ratepayers for “overpayment”; successfully passed policies to improve water conservation and efficiency; worked collaboratively with staff of the Rincon Water District, which has been designated as the only public agency among the “100 Best Places to Work” in San Diego County two consecutive years; supported staff helping to secure funding for water infrastructure projects; increased energy efficiency by installing solar panels at the Nutmeg pump station; and advocated for policies that protect our water sources, promote sustainability, and increase physical and cyber security.
As a 38-year resident of Escondido, I understand the challenges we face in managing our water resources. My combined professional and public background gives me the skills and knowledge necessary to address these challenges effectively. I am committed to serving our community with integrity, transparency, and dedication. I believe that, together, we can make a significant impact on our water management and ensure a sustainable future for Escondido. I humbly ask for your support and vote in the upcoming election.

About Inki
Inki Kim Welch was elected to the Rincon del Diablo Municipal Water District’s Board in November of 2020 as the Division V representative of Rincon Water’s Improvement District “1” and Improvement District “E”. Currently Ms. Welch is serving on the Finance, Insurance, & Personnel Committee, the Engineering & Long Range Planning Committee, and the Emergency Preparedness and Fire Services Committee. She also served on the Audit Committee and the Public Information & Intergovernmental Relations Committee.
Born and raised in South Korea, Ms. Welch immigrated to the Unites States and became a citizen in 1974. Transitioning from Hawaii to San Diego in order to attend Point Loma Nazarene University, she earned her Bachelor of Arts degree in Economics/Accounting in 1980, followed by a Master of Business Administration degree in Financial Management from National University in 1983.
Ms. Welch has worked in the commercial finance arena from 1980 to 1993 managing commercial loan portfolios through financial, security, credit, market/industry analyses, and risk assessment/management that afford executive decisions on loan facilities and mergers/acquisitions. Since 1994, Ms. Welch is the owner of a small business which offers consulting, selling/buying business opportunities, mortgage brokering, and property management services. She has been holding a broker’s license from the State of California Bureau of Real Estate since 1994.
Ms. Welch and her husband have lived in the northwest area of Escondido since 1986. She is the mother of two daughters and a son and the grandmother of four grandchildren.
